It used to snow in Holland. Nowadays, winter is a continuation of summer, in that it just rains some more. Made for the Dutch postal service, these stamps were an attempt to redress that balance with a letter based snowstorm blanketing the country. They total-led some 20 million, meaning that the man-made blizzard reached every corner of The Netherlands.
